In face of complex and fast-changing
macro-economy home and abroad in 2012, Ningbo people
strive to tide over adversity and solve problems confronted through adopting
the strategy of “six accelerations” and sticking to the keynote of “advancing
in stability and then bettering in advancement”, in order to implement relevant
policies and strategies favorable to ensuring steady growth, adjusting
structure and benefiting livelihood. With such actions taken, the economy and
quality & benefits in
I. Comprehensive Summary
Regional GDP: The GDP in Ningbo
in 2012 amounted to ¥652.47 billion, up by 7.8% compared with that of last year if
calculated by comparable price, among which, the added value of primary
industry was ¥27.0 billion,
up by 1.6%; the added value of secondary industry was ¥351.67 billion, up by 6.0%; and the
added value of tertiary industry was ¥273.8 billion, up by 10.9%. The ratio of the increase of the three
industries was 4.1︰53.9︰42.0. The
proportion of increase of the tertiary industry in the regional GDP was 1.5%
higher than that of last year. The GDP per capita was ¥85,475 if calculated by permanent
resident population (converted to USD 13,541 according to annual average
exchange rate).
Fiscal revenue and expenditure: The public
fiscal budget revenue in Ningbo in 2012 was ¥153.65 billion, up by 7.3% compared
with that of last year, among which, the local fiscal revenue was ¥72.55 billion, up by 10.3%, with
growths of total local fiscal revenue and increase witnessing 14.9% and 13.5%
respectively lower than that of last year. For local taxation, the growths for
operation tax, VAT, enterprise income tax and individual were 20.3%, 11.3%,
6.7% and -6.9% respectively. The public fiscal budget expenditure was ¥82.84 billion, up by 10.4%, with
growth of 14.6% lower than the same period of last year. More fiscal
expenditure has still been made to livelihood areas. The total fiscal
expenditure in livelihood was ¥54.85 billion, up by 13.5%, with growth 1.8% higher than that of
public fiscal budget expenditure and accounting for 66.2% of the total fiscal
expenditure (1.8% higher than the same period of last year). Among the fiscal
expenditure in livelihood areas, expenditure in social insurance and employment
was ¥7.9 billion,
up by 34.8% (the fastest growth); expenditure in education was ¥14.17 billion, taking the largest
share in livelihood areas (25.8%), up by 20.4% (third fastest growth).
Employment and re-employment: Jobs newly
created in urban areas and towns in
Market price: The consumer price index (CPI)
in Ningbo was 101.7% in 2012, 3.6% lower than that of
last year, and 0.9% and 0.5% respectively lower than those of national and
provincial levels, ranking the last in 36 large and medium-sized cities in
China. The rises and falls of six major goods and services items: 5.2% increase
for foods, 1.7% increase for household facilities and articles, 1.1% increase
for health care and personal products, 5.0% decrease for entertainment,
education and cultural articles and services, 0.4% decrease for transportation
and communication. Both the purchase price index and ex-factory price index for
manufacturers were 97.1% in 2012, which had abated the difficult circumstances
of “high purchase price but low ex-factory price” for manufactured goods. The
sales price of new commercial housing was 7.4% lower in December, with the
decline ranking third among 70 large and medium-sized cities in

II. Agriculture and Rural
Area
Agricultural production: The gross output
value of farming, forestry, husbandry and fishing in Ningbo
has reached ¥42.05 billion
in 2012, up by 1.9% than that of last year if calculated by comparable price.
Among the gross value, the farming was ¥20 billion, down by 0.3%; the forestry ¥1.14 billion, down by 2.4%; the
husbandry ¥6.59 billion,
up by 4.9%; the fishing ¥13.75 billion, up by 3.7%; and the service of farming forestry,
husbandry and fishing ¥0.57 billion, up by 8.4%. Affected by weather, the grain output
declines. The gross grain output in 2012 was 857,000 tons, down by 4.9%.
Commercial crops such as mat grass, grape and red bayberry
have witnessed a relatively rapid growth, respectively 15.3%, 7.2% and
16.0%. Output of live pigs was stable and the pork output amounted to 157,000
tons, up by 5.9%. The new leading agricultural enterprises at municipal level

New countryside construction: Ningbo has invested ¥1.1 billion in the
Project of “setting up
chain shops in hundreds of towns and quality-assured stores in thousands of
villages” in 2012, ¥0.42 billion of which was fiscal
investment at different levels. 2,411 villages (accounting 93% of total
administrative villages) in total have started village renovation, and 132
villages have established biological treatment of domestic waste water. 45 new
all-round well-off villages were established, totaling 479 by far. Village
renovation was carried out in 70 under-developed villages in 2012, having over ¥300 million invested, 836 projects
constructed,
III. Industry and
Construction
Industrial economy: The total industrial
output value in Ningbo amounted to ¥1584.39 billion in 2012, up by
2.75% compared with that of last year. Among which, the total industrial output
value for industrial enterprise above designated size was ¥1196.21 billion, up by 1.3%,
accounting for 77.1% of total industrial output value. The output value for top
10 industries above designated size was ¥871.06 billion, accounting for 72.8% of total industrial output
value above designated size and achieving 0.2% of increase compared with the
same period of last year. Petroleum processing, coking and nuclear fuel
processing have obtained ¥156.86 billion of total industrial output value, topping all
industries; vehicle industry has witnessed a growth of
16.8%, ranking first in growth among top ten industries. The gross output value
of light industry in 2022 was ¥341.93 billion, up by 4.5%; and that for heavy industry was ¥854.28 billion, same as that of

Industrial transformation and innovation:
Expenditure in scientific and technological activities of industrial
enterprises above designated size totaled¥15.65 billion in 2012, up by 12.5% compared with that of last year
and accounting for 1.4% of main business revenue (0.2% higher
compared with the same period of last year). The output value of new products
was ¥254.1
billion, up by 10.4%, 9.1% faster in growth than that of total industrial
output value above designated size. The rate of output value of new products accounted
for 20.2%, 1.7%higher compared with the same period last year, hitting a record
high; the high-tech industry above designed size has achieved ¥343.1 billion in total industrial
output value, up by 4.0%, 2.7% faster in growth than the average growth in
industry above designated size.
Construction industry: The output value of
construction industry in Ningbo totaled ¥251.05 billion in 2012, up by 29.9%
compared with that of last year, ranking No.
IV. Investment in Fixed
Asset and Urban Construction
Investment in fixed asset: Investment in
fixed asset in Ningbo was ¥290.14 billion in 2012, which are
21.6% and 4.0% faster respectively in terms of growth than those of the previous year. The private
investment was ¥130.68
billion, up by 13.9%; investment in infrastructure was ¥85.01 billion, up by 21.9%; investment
in real estate development was ¥88.44 billion, up by 17.1%. If viewed by different industries, the
investment in primary industry was ¥1.09 billion, down by 40.5%; investment in secondary industry was ¥82.22 billion, up by 22.2%; and
investment in tertiary industry was ¥206.83, up by 22.1%. The total industrial investment in 2012 was ¥81.72 billion, up by 22.3% and 0.7%
faster in growth than that of fixed assets, abating the difficult circumstances
of continuous low growth Project investment satisfying transformative
innovation orientation takes a lead in growth. The industrial investments in
pharmaceutical manufacture and in vehicle manufacture have witnessed the growth
of 119.6% and 94.9% respectively.
Modern urban construction: The functional
improvement of the central urban has achieved good results, and the investment
in 33 blocks such as new eastern town, southern business district and Ningbo Railway (southern station) integrated railway hub
was ¥87.1 billion.
The environmental update and reconstruction was under steady progress. The
leisure belt project of “three rivers and six banks” was basically completed
and the initialization section (from
V. Trade, Tourism and
Exhibition
Trade: The total sales volume of goods in Ningbo exceeded, for the first time, ¥1 trillion in 2012, amounting to ¥1.06108 trillion, up by 13.1%. If
viewed by countryside and town respectively, the total volume of consumer
retail sales in towns was ¥195.49 billion, up by 14.9%, and total volume of consumer retail
sales in countryside was ¥37.44 billion, up by 17.7%. In goods sales volume enterprises above
designated size, automobile sales have been up by 4.8%; petroleum and related products
19.7%; foods, beverage, tobacco and liquor 11.9%; clothing, shoes and hats, and
needle textile 39.0%; gold, silver and jewelry 19.0%; and communication device
33.3%. The number of trade companies above designated size in Ningbo has reached 2,828 at the end of 2012. The total operation
revenue was ¥698.32
billion and profits of ¥5.13 billion.
Tourism: Total revenue of tourism in Ningbo in 2012 was ¥86.28 billion, up by 14.8% compared with that of last year. The
inbound tourists hit 1,162,000, up by 8.2%; foreign exchange earnings were USD
0.73 billion, up by 12.1%; domestic tourists in 2012 were 57,483,000, up by
11.0%; revenue from domestic tourists was ¥81.64 billion, up by 15.2%. There were 170 star-rated hotels in

VI. Foreign Economy and
Cooperation & Exchange
Foreign trade: The total volume of export
and import in
2007-2012 Self-support Import & Export Volume and
Growth in
Foreign capital utilization: 423 new
foreign-invested projects were approved in 2012; foreign capital utilization by
contract was USD 5.31 billion, up by 5.9%; and actual utilization of foreign
capital was USD 2.85 billion, up by 1.5%. Among the above, the actual
utilization of foreign capital in manufacturing industry was USD 1.28 billion,
up by 8.4%; and USD 0.52 billion for retail and wholesale industry, up by
96.1%. Introduction and attraction of Fortune 500 has achieved good results,
with Peugeot, Cardinal Health Company and other Fortune 500 establishing
businesses in
Foreign cooperation: 205 overseas investment
enterprises and organizations were approved in Ningbo
in 2012, with Chinese investment approved up to USD 1.31 billion, up by 18.3%,
and the actual Chinese investment up to USD 0.61 billion. The turnover of labor
cooperation for overseas contracting projects was USD 1.24 billion, up by
12.2%.
Outsourcing service: the contract volume of
outsourced service completed in 2012 was ¥11.46 billion and the executed volume of ¥8.46 billion, up by 33.8% and 34.1%
respectively; the contract volume of offshore
outsourced service was USD 0.53 billion and the executed volume of USD was 0.41
billion, up by 39.8% and 46.4% respectively. The enterprises specialized in
outsourced services at the end of 2012 amounted to 723, with total employees of
29,000.
Domestic cooperation: With the cohesive
strength of “Ningbo People”,
Port production: The cargo handling capacity
of
Transportation infrastructure: The
investment to the transportation infrastructure in Ningbo
was ¥18.15 billion
in 2012. The Xiangshan Port and its bridging line
have been completed, marking the overall completion of expressway network of “one ring expressway and six
connection lines”, which enabled Ningbo to step into
“one-hour transportation circle”. At the end of 2012, the total mileage of
roads has reached
Integrated transportation: The social cargo
transportation volume in 2010 was 326,000,000 tons, up by 4.4%, where, the
water cargo transportation volume was 141,000,000 tons with turnover volume of
176.85 billion tons, increased respectively by 2.5% and 4.7%; and road cargo
transportation volume was 166,000,000 tons with turnover volume of 30.26
billion tons, increased respectively by 8.4% and 7.5%; railway transportation
volume was 19,241,000 tons, decreased by 11.3%; airport cargo transportation
volume was 91,000 tons, up by 6.4%. The total passenger volume was 0.289
billion person-time with passenger turnover volume of 14.32 billion km,
increased respectively by 4.4% and 3.5%; railway passenger transportation volume
was 11.187 million person-time, up by 1.1%; and the passenger transportation
volume by civil aviation was 5.267 million person-time, up by 5.0%.
VIII. Banking, Securities
and Insurance
The added value in financial sector in Ningbo was ¥50.24 billion in 2012, up by 12.6% if calculated by comparable
price, with a growth rate 3.7% higher than that of last year, accounting to
18.3% of total added value in service sector in Ningbo
and with the contribution rate of service added value of 20.8%.
Banking: The deposit balance of domestic and
foreign currency in the financial institutions in Ningbo
has reached ¥1,198.05
billion at the end of 2012, up by 12.4% compared with that of last year. Among
which, the deposit balance was ¥1,160.23 billion, up by 11.2%; the loan balance of domestic and
foreign currency in financial institutional at the end of 2012 was ¥1,196.1 billion, up by 12.0%. The
non-performing loan ratio of financial institutions in
Securities: The total transaction volume of
securities in Ningbo in 2012 has reached ¥1,449.49 billion, decreased by
6.9%, where, the transaction volume of share and funds was ¥985.62 billion, decreased by 29.0%.
The settlement amount of securities transaction was ¥6.97 billion, decreased by 12.3%.
The transaction volume of futures agent was 46.434 million and agent
transaction amount of ¥4,199.15 billion, increased respectively by 113.6% and 59.8%. The
new clients of securities at the end of 2012 were 932,000, up by 4.7%. The new
operation offices of futures were 4 within 2012. By the end of 2012, there were
58 securities operation offices, 2 securities investment and consultation
company, 1 futures company and 31 futures operation
offices. The new public company within 2012 was 4, achieving IPO of ¥4.93 billion, totaling 42 public
companies by far.
Insurance: The premium income of insurance
industry in Ningbo in 2012 was ¥16.47 billion, up by 10.8% and 8.0%
higher than the average growth in China. Among the above, ¥8.62 billion for property
insurance, up by 11.6%; ¥7.85 billion for life insurance, up by 10.0%. The accumulative
compensation and payment in insurance industry was ¥6.43 billion, up by 33.4% and 20.0%
higher than the average level in China. Among the above, ¥5.19 billion was for property
insurance, up by 38.5%; and ¥1.24 billion for life insurance, up by 15.4%. There were 50
insurance companies setting up branches in Ningbo in
2012 (including 28 property insurance companies and 22 life insurance companies),
up by 4. The total assets in insurance industry have exceeded ¥30 billion, reaching ¥31.10 billion, up by 20.1% compared
with that at the beginning of 2012.

Technology, Education and Talents
Scientific and technical innovation: The
project of “Theory and application of nonlinear stress wave propagation” led by

Cultural construction: The public cultural
services have been enriched and there have been 500 boutique exhibitions, 500
public lectures and 500 classic art performances, over 25,000 free-movie
projections in countryside and 2,500 free-operas performed in countryside. New
radio and television have been installed in over 1,100 fishing boats. A
“farmhouse reading room” was established for each administrative village. The

treatment and public health conditions of urban and rural residents have been
further improved. At the end of 2012,
Sports: We have held “activities of opening
stadiums directly under sports system for public use”, finding that citizens
were enthusiastic about participating in sports. There have been 100,000 visits
to the stadiums under management of sports bureau free of charge. In 2012,
there have been 12 villages, towns and sub-districts successfully horned as

Livelihood, Social Insurance and Social Organization
Population increase: The population in
Resident income: The disposable income per
urban resident was ¥
Social security system: In 2012, the newly
increased number of people purchasing basic retirement insurance, basic medical
insurance, unemployment insurance, work-related injury insurance and maternity
insurance was 399,000, 216,000, 156,000, 169,000 and 184,000 respectively. By
the end of 2012, the total numbers of people purchasing basic retirement
insurance, basic medical insurance, unemployment insurance, work-related injury
insurance and maternity insurance were 4,743 million, 3.266 million, 2.162
million, 2.702 million and 2.331 million respectively. By the end of 2012, the
number of migrant workers purchasing five social insurances has reached
1,794,000 and the net increased number of people purchasing such insurances
during the whole year has been 226,000. The newly increased number of people
purchasing urban and rural resident endowment insurance and medical insurance
for urban residents was 101,000 and 181,000 respectively. 83.4% of people with
local registered permanent residence have bought endowment insurance. In 2012,
monthly basis pension of enterprise retirees has increased to ¥2048 for each person, up by ¥233. Medical aid range and
standards have been further widened and ratio for reimbursement of
hospitalization expenses and special disease expenses within the policy area of
urban employees and residents has risen to 85% and 70.4% respectively.
Moreover, municipal integration of medical insurances of urban employees and
residents was promoted stably. Social insurance card “One-card” project has
obtained the staged achievements and the accumulated number of social insurance
cards issued was over 2 million.
People’s livelihood security: By
the end of 2012, there have been 39,355 households (namely 59,483 people) which
had access to the minimum living guarantee in the urban and rural areas of the
city and total living guarantee funds paid were ¥229 million. There were 5,224 people gaining access to five
guarantees. The number of people concentratedly
provided for was 4,990 with ratio of 95.5%. There were 1380 homeless,
friendless and helpless people without source of income. Among these people,
1,353 people were concentratedly provided for with
ratio of 98.0%. In 2012, the number of newly increased beds of nursing
institution for the aged was 2,468. By the end of 2012, there were 220 nursing
institutions for the aged and 33,168 beds in the city.
Government-subsidized housing project: In
2012, the area and number of government-subsidized housing projects newly
constructed in the city was
Charity: In 2012, city and county level charitable organizations have raised a donation of ¥440 million and paid ¥360 million for aid work. The number of people in straitened circumstances and receiving help from such charitable organizations was 355,000. By the end of 2012, the accumulated funds raised by charitable organizations in the city have reached ¥3.43 billion and accumulated funds paid for aid work have been ¥2.34 billion. The number of people in straitened circumstances and receiving help from such charitable organizations was 1.705 million. Over 500 various voluntary service activities have been conducted and more than 6,000 volunteers have participated in providing the service all the year around. The accumulated service time was 13,000 hours.
Social organization: By the end of 2012, there were 6 districts, 2 counties, 3 county-level cities, 78 towns, 11 villages, 64 sub-district offices, 533 communities, 106 neighborhood committees and 2,567 villages committees in the whole city.
XII. Ecological
Construction and Social Safety
Ecological construction: City “Fuel
forbidden area” construction and exhaust pollution prevention of motor vehicles
was performed. 465 coal-fired boilers have been eliminated and transformed.
Four motor vehicle exhaust test stations in six districts of the whole city
have been put into operation officially. Comprehensive improvement of major
waters, such as the source of drinking water, and rural environment was
consolidated. 127 reservoirs have been subject to troubleshooting and work
account of various pollution sources was established; over 400 solar energy
biochemical reduction treatment facilities have been established and there were
more than 100 scattered village-level domestic sewage treatment facility
projects. Environmental law
enforcement supervision was consolidated continuously. In 2012, 42,748 law
enforcement officers were dispatched, 21,867 enterprises were inspected and 938
enterprises were investigated. Total fines have reached ¥42,086,000 and penalty limit of
individual case was ¥45000. Monitoring and controlling capacity was improved
continuously. Since March 25, 2012,
“Peaceful Ningbo” construction: In 2012, there were 3,578 work safety accidents
occurred in Ningbo, which resulted in 778 deaths,
3,136 injuries and direct economic losses of ¥43,157,000. Such figures have dropped by 5.3%, 5.2%, 8.3% and 8.2%
respectively when compared with those of last year. Main indicators of safety
production have been lowered in the 8th consecutive year when compared with
that of last year. Construction and innovation of food monitoring system was
actively promoted and food safety supervision was performed well in accordance
with laws and regulations. In 2012, 53,715 batches of food have been subject to
quantitative inspection, accounting for 127.9% of total task load of the whole
year. Control over medical instrument market was tightened and new version GMP
was conducted fully. Daily supervision and inspection of 18 crude drug and
preparation manufacturers within the jurisdiction was completed and the percentage
of area covered by inspection was 100%. 98 illegal advertisements about medical
instrument and health-care food have been investigated and punished. Among
these advertisements, 67 advertisements were handed over to business sectors
and administrative warning was given to advertisers of 31 advertisements; 1,112
cases about medical instrument and catering were put on record. Among these
cases, 979 cases were settled and 8 cases were handed over to public security
organ. ¥1.089 million
goods value generated by illegal production and operation was confiscated and
total amounts confiscated have reached ¥15.44 million. The amount confiscated and the number of cases handed
over to public security organ has reached a record high.
“Ningbo without back salary"
brand was created vigorously and harmonious labor relations have generally been
kept stable. The whole city has raised the security deposit of ¥1.5 billion for wage payment and
emergency revolving fund of ¥150 million for dealing with back salary. 3385 labor cases have been
settled in the whole city. 57000 labor contracts have been concluded and unpaid
salaries of ¥200 million
have been recovered for 33,000 employees. In 2012, 36,503 letters and visits of
the masses had been accepted and 1431 times (19,388 people.) of collective
appeals from the masses had been received. People’s compromise organizations
have mediated 126,447 civil disputes during the whole year. Among these
disputes, 124,658 disputes have been successfully settled through mediation
with success rate of 98.6%. 25 suicides committed by 32 people because of civil
disputes have been prevented; 135 civil disputes involving 779 people have been
prevented from developing into criminal cases.
