In face of complex and fast-changing macro-economy home and abroad in 2012, Ningbo people strive to tide over adversity and solve problems confronted through adopting the strategy of “six accelerations” and sticking to the keynote of “advancing in stability and then bettering in advancement”, in order to implement relevant policies and strategies favorable to ensuring steady growth, adjusting structure and benefiting livelihood. With such actions taken, the economy and quality & benefits in Ningbo have witnessed increase and improvement, and the innovation and transformation have advanced effectively, and people were well secured for better living standard, paving a promising path for the modernization of an international port city.

I. Comprehensive Summary

Regional GDP: The GDP in Ningbo in 2012 amounted to 652.47 billion, up by 7.8% compared with that of last year if calculated by comparable price, among which, the added value of primary industry was 27.0 billion, up by 1.6%; the added value of secondary industry was 351.67 billion, up by 6.0%; and the added value of tertiary industry was 273.8 billion, up by 10.9%. The ratio of the increase of the three industries was 4.153.942.0. The proportion of increase of the tertiary industry in the regional GDP was 1.5% higher than that of last year. The GDP per capita was 85,475 if calculated by permanent resident population (converted to USD 13,541 according to annual average exchange rate).

Fiscal revenue and expenditure: The public fiscal budget revenue in Ningbo in 2012 was 153.65 billion, up by 7.3% compared with that of last year, among which, the local fiscal revenue was 72.55 billion, up by 10.3%, with growths of total local fiscal revenue and increase witnessing 14.9% and 13.5% respectively lower than that of last year. For local taxation, the growths for operation tax, VAT, enterprise income tax and individual were 20.3%, 11.3%, 6.7% and -6.9% respectively. The public fiscal budget expenditure was 82.84 billion, up by 10.4%, with growth of 14.6% lower than the same period of last year. More fiscal expenditure has still been made to livelihood areas. The total fiscal expenditure in livelihood was 54.85 billion, up by 13.5%, with growth 1.8% higher than that of public fiscal budget expenditure and accounting for 66.2% of the total fiscal expenditure (1.8% higher than the same period of last year). Among the fiscal expenditure in livelihood areas, expenditure in social insurance and employment was 7.9 billion, up by 34.8% (the fastest growth); expenditure in education was 14.17 billion, taking the largest share in livelihood areas (25.8%), up by 20.4% (third fastest growth).

Employment and re-employment: Jobs newly created in urban areas and towns in Ningbo were 152,000 in 2012, up by 2.7% compared with that of last year. 73,000 laid-off workers in urban areas and towns in Ningbo were re-employed, 24,000 of which were the workers in trouble, with the growths of 17.4% and 30.5% respectively. The national HR market has provided 1.969 million jobs and 1.091 million people were registered in this market for job seeking. 38,000 rural labor forces were trained for jobs. The unemployment rate registered at the end of 2012 was 2.55%, which was historically low.

Market price: The consumer price index (CPI) in Ningbo was 101.7% in 2012, 3.6% lower than that of last year, and 0.9% and 0.5% respectively lower than those of national and provincial levels, ranking the last in 36 large and medium-sized cities in China. The rises and falls of six major goods and services items: 5.2% increase for foods, 1.7% increase for household facilities and articles, 1.1% increase for health care and personal products, 5.0% decrease for entertainment, education and cultural articles and services, 0.4% decrease for transportation and communication. Both the purchase price index and ex-factory price index for manufacturers were 97.1% in 2012, which had abated the difficult circumstances of “high purchase price but low ex-factory price” for manufactured goods. The sales price of new commercial housing was 7.4% lower in December, with the decline ranking third among 70 large and medium-sized cities in China.

II. Agriculture and Rural Area

Agricultural production: The gross output value of farming, forestry, husbandry and fishing in Ningbo has reached 42.05 billion in 2012, up by 1.9% than that of last year if calculated by comparable price. Among the gross value, the farming was 20 billion, down by 0.3%; the forestry 1.14 billion, down by 2.4%; the husbandry 6.59 billion, up by 4.9%; the fishing 13.75 billion, up by 3.7%; and the service of farming forestry, husbandry and fishing 0.57 billion, up by 8.4%. Affected by weather, the grain output declines. The gross grain output in 2012 was 857,000 tons, down by 4.9%. Commercial crops such as mat grass, grape and red bayberry have witnessed a relatively rapid growth, respectively 15.3%, 7.2% and 16.0%. Output of live pigs was stable and the pork output amounted to 157,000 tons, up by 5.9%. The new leading agricultural enterprises at municipal level were 20 in 2012, totaling 273 by far. Among those enterprise, 91 ones had their output value (sales value) exceed 100 million. At the end of 2012, those enterprises have been granted with 13 national agricultural famous brands and 65 Zhejiang provincial famous brands.

New countryside construction: Ningbo has invested 1.1 billion  in the Project of setting up chain shops in hundreds of towns and quality-assured stores in thousands of villages in 2012, 0.42 billion of which was fiscal investment at different levels. 2,411 villages (accounting 93% of total administrative villages) in total have started village renovation, and 132 villages have established biological treatment of domestic waste water. 45 new all-round well-off villages were established, totaling 479 by far. Village renovation was carried out in 70 under-developed villages in 2012, having over 300 million invested, 836 projects constructed, 316,000m2 old and dilapidated houses removed, 1,256,000 m2 of façade renovated, 365,000 m2 of road hardening within countries conducted, 251,000 m2 of village greening carried out, and 44,000 m2 of river channel improved. 19.4 billion was invested in two reconstructions for countryside houses in 2012, including 95,000 houses starting reconstruction (46,000 houses completed, covering 6.33 million m2). Funds totally invested in countryside house construction project in Ningbo was 60 billion in the past four years, completing countryside house reconstruction of 25 million m2. Tourism industry in countryside has witnessed a rapid development. In 2012, there were 3 new municipal “happy farmhouses” (35 in total by far) and 15 pilot leisure tourism points of “happy farmhouses” (91 in total by far), receiving 17.19 million tourists and actual operation revenue of 1.72 billion in 2012, up by 44.2% and 51.4% respectively, and creating 43,000 for farmers.

 

III. Industry and Construction

Industrial economy: The total industrial output value in Ningbo amounted to 1584.39 billion in 2012, up by 2.75% compared with that of last year. Among which, the total industrial output value for industrial enterprise above designated size was 1196.21 billion, up by 1.3%, accounting for 77.1% of total industrial output value. The output value for top 10 industries above designated size was 871.06 billion, accounting for 72.8% of total industrial output value above designated size and achieving 0.2% of increase compared with the same period of last year. Petroleum processing, coking and nuclear fuel processing have obtained 156.86 billion of total industrial output value, topping all industries; vehicle industry has witnessed a growth of 16.8%, ranking first in growth among top ten industries. The gross output value of light industry in 2022 was 341.93 billion, up by 4.5%; and that for heavy industry was 854.28 billion, same as that of last year. The ratio of light and heavy industries has changed from 1:2.6 last year to 1:2.5 in 2012. The added output value for industrial enterprises in 2012 was 213.25 billion, up by 5.0%; profits achieved was 52.03 billion, down by 15.2%; and taxation of profit achieved was 105.75 billion, down by 8.3%.

Industrial transformation and innovation: Expenditure in scientific and technological activities of industrial enterprises above designated size totaled15.65 billion in 2012, up by 12.5% compared with that of last year and accounting for 1.4% of main business revenue (0.2% higher compared with the same period of last year). The output value of new products was 254.1 billion, up by 10.4%, 9.1% faster in growth than that of total industrial output value above designated size. The rate of output value of new products accounted for 20.2%, 1.7%higher compared with the same period last year, hitting a record high; the high-tech industry above designed size has achieved 343.1 billion in total industrial output value, up by 4.0%, 2.7% faster in growth than the average growth in industry above designated size.

Construction industry: The output value of construction industry in Ningbo totaled 251.05 billion in 2012, up by 29.9% compared with that of last year, ranking No. 1 in terms of growth in Zhejiang Province and 14.8% higher than the average level in Zhejiang. The construction area of house in 2012 was 225,723,000m2, and the completion area was 60,478,000m2.

 

IV. Investment in Fixed Asset and Urban Construction

Investment in fixed asset: Investment in fixed asset in Ningbo was 290.14 billion in 2012, which are 21.6% and 4.0% faster respectively in terms of growth than those of  the previous year. The private investment was 130.68 billion, up by 13.9%; investment in infrastructure was 85.01 billion, up by 21.9%; investment in real estate development was 88.44 billion, up by 17.1%. If viewed by different industries, the investment in primary industry was 1.09 billion, down by 40.5%; investment in secondary industry was 82.22 billion, up by 22.2%; and investment in tertiary industry was 206.83, up by 22.1%. The total industrial investment in 2012 was 81.72 billion, up by 22.3% and 0.7% faster in growth than that of fixed assets, abating the difficult circumstances of continuous low growth Project investment satisfying transformative innovation orientation takes a lead in growth. The industrial investments in pharmaceutical manufacture and in vehicle manufacture have witnessed the growth of 119.6% and 94.9% respectively.

Modern urban construction: The functional improvement of the central urban has achieved good results, and the investment in 33 blocks such as new eastern town, southern business district and Ningbo Railway (southern station) integrated railway hub was 87.1 billion. The environmental update and reconstruction was under steady progress. The leisure belt project of “three rivers and six banks” was basically completed and the initialization section (from Yaojiang River Bridge to Jiefang Road) was basically built. 22 old communities have been renovated, covering an area of 1,080,000m2 and with a total investment of 81,330,000. 42 lanes adjourning the main streets have been renovated. The rate of roads under good state has reached over 90% in 2012 and the illumination coverage rate of street lamps remained over 98%. The cleaning action of roads in central downtown was implemented, and clean-keeping funds and the supporting funds have amounted to 0.36 billion. 1,195 roads have been retained regularly clean, and machine cleaning rate has increased from 36.9% to 75.0%. The comprehensive transportation network was becoming more sophisticated. Phase I project of rail transit No. 1 channel was connected, and the construction of underground station of Phase I of rail transit No. 2 was commenced. The south and north express road were under main structure construction (stub and cast-in-situ box girder). The 21 “unconnected roads” planned to be finished in 2012 was connected and 18 items of guard and inspection spots in by-passes have been finished. 4,996 public parking points have been set up in Ningbo. The public transportation system was further improved with 108 public transportation lines newly established and optimized and 66 lines advancing morning shift and postponing night shift. 1,220 buses in total were updated and put into use, 520 of which were natural gas buses (1.5 times than the total number of the past two years). The total transportation size has reached over 6,000 standard vehicle units, and the ratio of natural gas buses and air-conditioning buses among urban buses were 21% and 98% respectively. 1,200 oil-gas-available taxies have been renewed and added, and there have been 5 gas stations available for taxies by far. And the total taxies at the end of 2012 were 5,834.

 

V. Trade, Tourism and Exhibition

Trade: The total sales volume of goods in Ningbo exceeded, for the first time, 1 trillion in 2012, amounting to 1.06108 trillion, up by 13.1%. If viewed by countryside and town respectively, the total volume of consumer retail sales in towns was 195.49 billion, up by 14.9%, and total volume of consumer retail sales in countryside was 37.44 billion, up by 17.7%. In goods sales volume enterprises above designated size, automobile sales have been up by  4.8%; petroleum and related products 19.7%; foods, beverage, tobacco and liquor 11.9%; clothing, shoes and hats, and needle textile 39.0%; gold, silver and jewelry 19.0%; and communication device 33.3%. The number of trade companies above designated size in Ningbo has reached 2,828 at the end of 2012. The total operation revenue was 698.32 billion and profits of 5.13 billion.

Tourism: Total revenue of tourism in Ningbo in 2012 was 86.28 billion, up by 14.8% compared with that of last year. The inbound tourists hit 1,162,000, up by 8.2%; foreign exchange earnings were USD 0.73 billion, up by 12.1%; domestic tourists in 2012 were 57,483,000, up by 11.0%; revenue from domestic tourists was 81.64 billion, up by 15.2%. There were 170 star-rated hotels in Ningbo in 2012, where 19 were five-star hotels (up by 1). There were 28 4A-class tourist attractions (up by 5) and 1 5A-class tourist attraction.

Exhibition: 282 exhibition activities of various kinds were held in 2012 in Ningbo, of which 150 were exhibitions, with a total exhibition area of 1,790,000 m2. 66 exhibition activities in total have been arranged in Ningbo International Convention and Exhibition Center, Cixi International Convention and Exhibition Center, Yuyao Zhongsu International Convention and Conference Center and Ninghai International Convention and Conference Center, with total exhibition area of 1,290,000 m2. Ceremonies, seminar and forums should be held up to standards. In 2012, 77 business conferences and 55 festival activities above county level were held, which witnesses decreases of 3.7% and 5.2% respectively.

 

VI. Foreign Economy and Cooperation & Exchange

Foreign trade: The total volume of export and import in Ningbo reaches USD 197.58 billion in 2012, decreased by 1.4% compared to that of last year. The total volume of self-support export was USD 96.57 billion, decreased by 1.6%. Among the above, USD 61.44 billion for export, up by 1.0%; and USD 35.13 billion for import, down by 5.9%. New enterprises for foreign trade registered were 2,250, totaling 19,763 by far, and enterprises with actual export business were 12,928. Private enterprises have completed the export volume of USD 30.55 billion, up by 8.8%, accounting for 49.7% of the total self-support export volume in Ningbo (3.5% higher compared with the same period of last year). The growth in export and import volumes of mechanical and electrical products was 1.7% and 3.6% respectively. The export volume of general trade accounted for 80.0% among the total export volume and the import volume accounted for 69.8%, respectively witnessing 1.4% and 1.7% higher compared to the same period of last year respectively.

 

2007-2012 Self-support Import & Export Volume and Growth in Ningbo

 

Foreign capital utilization: 423 new foreign-invested projects were approved in 2012; foreign capital utilization by contract was USD 5.31 billion, up by 5.9%; and actual utilization of foreign capital was USD 2.85 billion, up by 1.5%. Among the above, the actual utilization of foreign capital in manufacturing industry was USD 1.28 billion, up by 8.4%; and USD 0.52 billion for retail and wholesale industry, up by 96.1%. Introduction and attraction of Fortune 500 has achieved good results, with Peugeot, Cardinal Health Company and other Fortune 500 establishing businesses in Ningbo, making the number of total Fortune 500 companies become 50. At present, these 38 companies have set up 94 relevant enterprises in Ningbo, with a total investment up to USD 9.2 billion.

Foreign cooperation: 205 overseas investment enterprises and organizations were approved in Ningbo in 2012, with Chinese investment approved up to USD 1.31 billion, up by 18.3%, and the actual Chinese investment up to USD 0.61 billion. The turnover of labor cooperation for overseas contracting projects was USD 1.24 billion, up by 12.2%.

Outsourcing service: the contract volume of outsourced service completed in 2012 was 11.46 billion and the executed volume of 8.46 billion, up by 33.8% and 34.1% respectively; the contract volume of offshore outsourced service was USD 0.53 billion and the executed volume of USD was 0.41 billion, up by 39.8% and 46.4% respectively. The enterprises specialized in outsourced services at the end of 2012 amounted to 723, with total employees of 29,000.

Domestic cooperation: With the cohesive strength of “Ningbo People”, Ningbo endeavored to attract and promote the return of Zhejiang-born merchants and invite domestic investment. 261 Ningbo merchants with influences outside Ningbo but within China were invited to attend the first conference of Ningbo People. The actual introduction of domestic capital in 2012 was 56.26 billion, up by 6.1%, and the actual paid-in capital of 27.37 billion from merchants outside Zhejiang Province. To continuously deepen the regional economic cooperation based on the demands of Ningbo, 49 industrial cooperation projects of Nanshan District + Zhoushan Isles, with actual paid-in capital of 1.18 billion. Ningbo Week for innovation was also advanced to accelerate the integration of two centers construction of Shanghai and had completed 125 connection projects with Yangtze River Delta cooperation, with total investment agreed of 23.3 billion. In addition, the assistance to Guizhou, Wanzhou and Yunhe covered 291 projects, with capital of 106 million. 2012 Shanghai-Ningbo Week activities were successfully held and the a visit to Ningbo activities such as Shenzhen Young Entrepreneurs Association, representative of Yong Entrepreneurs Committee of the Central Committee of Communist Youth League, and Ningbo-born merchants in Shanghai and Shanghai enterprises engaging in modern services took place. Also, enterprises in Ningbo were organized to attend 16th “E-W Cooperation and Investment Conference”, 23rd “Harbin International Trade Conference”, 18thTianjin Trade and Investment Conference”, 13th “Western China International Expo” and other important domestic exhibitions.

 

VII. Port and Transportation

Port production: The cargo handling capacity of Ningbo Port in 2012 was 453,000,000 tons, up by 4.5%; and the handling capacity of foreign trade goods completed was 245,000,000 tons, up by 6.5%. The rises and falls of major cargo: 82.18 million tons for iron ore, up by 14.6%; 66.31 million tons for coals, up by 1.1%; 55.09 million tons for crude oil, decreased by 14.9%. The container throughput in 2012 has exceeded 15 million TEU (15.671 million TEU), up by 8.0%, ranking third among ports in China mainland, and sixth among the worldwide ports. The total container marine lines have totaled 235, where the ocean-going lines were 120, near marine lines were 63, domestic container feeder lines were 63, and domestic trade lines were 32. The monthly navigation times were about 1,465 and the September hit a new record of 1,693. The container number of domestic container feeder lines has exceeded 1 million TEU for the first time, amounting to 1.006 million TEU, up by 83.9%. The total containers through marine and railway amount to 59,500 TEU, up by 27.5%.

Transportation infrastructure: The investment to the transportation infrastructure in Ningbo was 18.15 billion in 2012. The Xiangshan Port and its bridging line have been completed, marking the overall completion of expressway network of one ring expressway and six connection lines”, which enabled Ningbo to step into “one-hour transportation circle”. At the end of 2012, the total mileage of roads has reached 10,700 km, and the highway density was 108.6 km per 100 km2, equaling the level of that in moderately developed countries. The length of expressway was 461.9 km, first-class road 959.9 km, secondary road 813.4 km, tertiary road 1,549.7 km, and forth-class road 6,176.2 km, basically forming the a highway network supported by expressway, national and provincial roads and countryside roads. The railway construction was striving in difficulties with an investment of 3.25 billion. Construction of Ningbo Railway, replacement of north goods ring lines and north station all commence in 2012, and the Ningbo section of Hangzhou-Ningbo passenger special line was under joint-debugging. The construction of internationally-competitive port was accelerated. Construction of seven 10,000-ton berths was completed; these berths included berth 10# and Berth 11# of the container wharf in Phase V of Beilun Pork, other berths in Zhongzhai Coal wharf in Chuangshan Pork, and General wharf for bulk cargo in Zhenhai Pork. The cargo handling capacity was up by 37,380,000 tons and the capacity for containers was up by 1 million TEU.

Integrated transportation: The social cargo transportation volume in 2010 was 326,000,000 tons, up by 4.4%, where, the water cargo transportation volume was 141,000,000 tons with turnover volume of 176.85 billion tons, increased respectively by 2.5% and 4.7%; and road cargo transportation volume was 166,000,000 tons with turnover volume of 30.26 billion tons, increased respectively by 8.4% and 7.5%; railway transportation volume was 19,241,000 tons, decreased by 11.3%; airport cargo transportation volume was 91,000 tons, up by 6.4%. The total passenger volume was 0.289 billion person-time with passenger turnover volume of 14.32 billion km, increased respectively by 4.4% and 3.5%; railway passenger transportation volume was 11.187 million person-time, up by 1.1%; and the passenger transportation volume by civil aviation was 5.267 million person-time, up by 5.0%.

 

VIII. Banking, Securities and Insurance

The added value in financial sector in Ningbo was 50.24 billion in 2012, up by 12.6% if calculated by comparable price, with a growth rate 3.7% higher than that of last year, accounting to 18.3% of total added value in service sector in Ningbo and with the contribution rate of service added value of 20.8%.

Banking: The deposit balance of domestic and foreign currency in the financial institutions in Ningbo has reached 1,198.05 billion at the end of 2012, up by 12.4% compared with that of last year. Among which, the deposit balance was 1,160.23 billion, up by 11.2%; the loan balance of domestic and foreign currency in financial institutional at the end of 2012 was 1,196.1 billion, up by 12.0%. The non-performing loan ratio of financial institutions in Ningbo at the end of 2012 was 1.21%, up by 0.32% compared with that at the beginning of 2012, indicating that the overall quality of loan remained stable. The net profits of financial institutions in 2012 were 26.65 billion, up by 8.1%. The number of financial institutions at the end of 2012 has totaled 60, including 3 strategic banks, 5 large-scale banks, 11 joint-stock commercial banks, 11 city commercial banks, 1 postal savings bank, 5 foreign banks, 9 rural cooperative financial institutions, 12 new-type rural financial institutions and 3 non-bank financial institutions.

Securities: The total transaction volume of securities in Ningbo in 2012 has reached 1,449.49 billion, decreased by 6.9%, where, the transaction volume of share and funds was 985.62 billion, decreased by 29.0%. The settlement amount of securities transaction was 6.97 billion, decreased by 12.3%. The transaction volume of futures agent was 46.434 million and agent transaction amount of 4,199.15 billion, increased respectively by 113.6% and 59.8%. The new clients of securities at the end of 2012 were 932,000, up by 4.7%. The new operation offices of futures were 4 within 2012. By the end of 2012, there were 58 securities operation offices, 2 securities investment and consultation company, 1 futures company and 31 futures operation offices. The new public company within 2012 was 4, achieving IPO of 4.93 billion, totaling 42 public companies by far.

Insurance: The premium income of insurance industry in Ningbo in 2012 was 16.47 billion, up by 10.8% and 8.0% higher than the average growth in China. Among the above, 8.62 billion for property insurance, up by 11.6%; 7.85 billion for life insurance, up by 10.0%. The accumulative compensation and payment in insurance industry was 6.43 billion, up by 33.4% and 20.0% higher than the average level in China. Among the above, 5.19 billion was for property insurance, up by 38.5%; and 1.24 billion for life insurance, up by 15.4%. There were 50 insurance companies setting up branches in Ningbo in 2012 (including 28 property insurance companies and 22 life insurance companies), up by 4. The total assets in insurance industry have exceeded 30 billion, reaching 31.10 billion, up by 20.1% compared with that at the beginning of 2012.

 

IX. Science & Technology, Education and Talents

Scientific and technical innovation: The project of “Theory and application of nonlinear stress wave propagation” led by Ningbo University won the second price of national prize in nature and science, marking the first national prize in this field in Ningbo. There were 26 provincial prizes in science and technology in 2012, including 1 first prize, 2 second prizes and 23 third prizes. The number of patent application was 73,647, with 59,175 awarded, increased respectively by 54.8% and 58.5%. Among the above, 2,065 patents for invention have been awarded, up by 27.1%. 38 R&D centers of provincial high-tech technical enterprises, 12 engineering centers of provincial enterprises and 130 engineering (technical) centers of municipal enterprises were evaluated and identified by Ningbo city. The new high-tech enterprises in Ningbo was 189, with 261 municipal science enterprises, 3 national innovative enterprises, 4 provincial innovation model enterprises, and 7 provincial innovation model enterprises. 2 municipal key labs and 1 municipal industry-university-research innovation alliance were newly evaluated and identified. At the end of 2012, there were 930 high-tech enterprises, 563 municipal science enterprises, 746 engineering (technical) centers of municipal enterprises, 212 R&D centers of provincial high-tech enterprises, 8 technical centers of enterprises identified at state level, 16 national innovate pilot and innovative enterprises, 52 provincial innovative model and pilot enterprises, and 156 municipal innovative pilot enterprises at the end of 2012. There were 258 technical service enterprises above designed size at the end of 2012, achieving annual turnover revenue of 10.39 billion and total profits of 1.92 billion, increased respectively by 19.5% and 20.8%.

Education: There were 2,064 schools at different levels in Ningbo at the end of 2012, with students enrolled of 1.331 million and teaching and administrative staff of 100 thousand (including full-time teachers of about 76 thousand). The standardized schools at the stage of compulsory education totaled 492, with the standardization rate of 69.5%. The kindergarten enroll rate of three-year preschool education was kept above 99.7%; the enroll rate and consolidation rates at the stage of compulsory education were 100% and over 99%; the rate for junior students entering into senior students was kept over 99.1%, with the ordinary professional secondary schools rate of 1:1. There were 1,072 full-time non-state-run secondary and primary schools (including kindergarten) with 320,000 students at school, accounting for 28.4% of that of total full-time secondary and primary schools in Ningbo. There were 145,000 students of regular full-time higher-education institutions in Ningbo, with the ratio of undergraduates and junior college students were 60:40; the postgraduates in Ningbo were 6,700. There were 252 college students per ten thousand persons in Ningbo. There were over 240 units conducting training all the year around, with training items of over 180 covering 81,000 persons. Persons completing training of “double certificates” were 8,445 and the reserved labor forces being trained with professional skills were 2,323.

Talent cultivation: The number of talents of different industries was up by 145,000 in 2012 and the total talents in Ningbo at the end of 2012 amounted to 1.3 million, including 712,000 professional talents, 210,000 high-skilled talents, 33,000 talents with master and doctor diploma, and 3,500 students studying abroad. The high-level program of talent cultivation was active promoted. There were 5 new talents from national “Program of overseas talent introduction”, 28 new talents from provincial “Program of overseas talent introduction”, and 34 new talents from municipal “3315 Program”. 8 persons were chosen for gaining access to special state subsidiary; 2 persons were chosen as the key financial-aid subjects by provincial “151 program”, and 5 first-class persons and 23 second-class persons were also determined. 605 persons were recognized as the first leading ones and under key training at municipal level, and there were near 4,200 persons were chosen as back-up high-level talents. The construction of industry-university-research platform had fruitful yield. There were 3 new innovation parks for persons studying abroad, with these parks being located at county (urban) areas. The new scientific research stations (moving stations) for post doctors, totaling 63 by far with post doctors accumulating 302, indicating comprehensive completion of “135 Program”. There were 40 new teams of technical innovation at municipal level and 4 provincial teams. 11 studios for first municipal masters (1 national one and 8 provincial ones) has been established. The first practice center of first highly skilled talents was established.

 

X. Culture, Health and Sports

Cultural construction: The public cultural services have been enriched and there have been 500 boutique exhibitions, 500 public lectures and 500 classic art performances, over 25,000 free-movie projections in countryside and 2,500 free-operas performed in countryside. New radio and television have been installed in over 1,100 fishing boats. A “farmhouse reading room” was established for each administrative village. The feature of “Threshold-free public cultural service for a new Ningbo with literary reputation” programmed by Ningbo was aired in CCTV News. Cultural activities in urban and rural areas tended to be more activated. In 2012, Ningbo undertook several state-level large-scale cultural activities such as the 7th National Excellent Child Play and “Shining stars” national arts and photographic exhibition for non-specialized persons. What’s more, Ningbo has successively undertaken the first large urban music singing activities – “Music Festival for Ningbo People”, the 4th Reading Month, and 5th China (Ningbo) Farmer Film Festival, forming a development mode led by national high-level cultural activities and backed by festival actives at municipal (county) level. Cultural works and production have also witnessed a fruitful year. The music drama “Tell the sea”, TV play “Marching eastwards the sea”, animated series “Young Effendi”, and non-fiction literature work “Woman Warrior” have been granted with “Five tops” of 12th national spiritual cultivation. The child play “Magic freshwater snail shell” was awarded by 7th national excellent child play. “The man from Ningbo” was awarded by “Outstanding contribution of China Modern Opera Research Commission”. In the tide of strong momentum of cultural industry, Zhejiang Dafeng Industrial Limited Company was granted as “Model base for national cultural industry” by Ministry of Culture, becoming the only enterprise in stage machinery area wining the prize. China Hailun Piano Company Limited was successfully listed in Shenzhen Stock Exchange, becoming the forth one in culture area in Growth Enterprise Market of China listed. The box-office sales in 2012 has firstly exceeded 200 million, totaling 230 million, up by 28.3%, with the second fastest growth in Zhejiang Province. There were 6 new cinemas and 23 multi-hall cinemas in total at the end of 2012. 112 films were introduced to the cinemas in 2012, including 80 domestic ones and 32 foreign ones.

Medical and health services: The medical treatment and public health conditions of urban and rural residents have been further improved. At the end of 2012, Ningbo owned 28,000 hospital beds, 49,000 health workers, including 19,000 medical practitioners (assistants included) and 18,000 registered nurses. According to the statistics of registered population, the number of hospital beds, health workers, medical practitioners (assistants included) and registered nurses per thousand people reached 4.8, 8.4, 3.3 and 3.1 respectively. By the end of 2012, there have been 151 community health service centers (health center) in total, 131 of which satisfied the provincial level, at a rate of 86.8%, ranking the first in Zhejiang Province. In addition, 21 demonstration community health service centers at provincial level have been established, 4 of which meet national standard. New rural co-operative medical system was further consolidated, benefiting 2,928,000 people, accounting for 97.7% of the rural population. Per capita funding level has increased from 396 of last year to 565. The works in public health have made remarkable achievements. The total reported morbidity of Class A and B infectious diseases was 189.81/100,000; the vaccine inoculation rate of children at school age was 99.6%. The immunoprophylaxis service quality stood out around the whole province. The maternal mortality rate among permanent resident population was 0 for the first time. The infant mortality rate was 2.96‰ and that of children under the age of 5 was 4.05‰, both of which stayed at low level. The work of blood donation without payment was under steady development with 70,016 person-time donation around the year. Voluntary blood donation accounted for 104.2% of blood for clinical use, maintaining our target that all blood for clinical use was from voluntary blood donation.

Sports: We have held “activities of opening stadiums directly under sports system for public use”, finding that citizens were enthusiastic about participating in sports. There have been 100,000 visits to the stadiums under management of sports bureau free of charge. In 2012, there have been 12 villages, towns and sub-districts successfully horned as outstanding sports towns at provincial level, and 4 streets with 51 communities have been successfully honored as advanced sports streets & communities of Zhejiang Province. We have strengthened the maintenance of public sports facilities, updating 586 workout paths and building 200 ball fields in the whole year. The mass sports were abundant and colorful; we have more than 500 coaches (volunteers) of radio calisthenics, holding more than 30 games of all kinds of radio calisthenics competition and enabling the ninth radio calisthenics to become the new fitness hot spot of Ningbo people. Comprehensive strength in competitive sports was improved remarkably and we have made breakthroughs in Olympic Games. Li Jinzi, Dong Cheng, Wang Shun, Shan Danna and Li Ling took part in London Olympic Games, wining two women boxing medals; and two athletes ranked fifth. Plus with Ren Cancan, transferred to PAP Corps, the number of athletes participating in the Games has exceeded the previous Olympics. Moreover, our athletes won two world champions, 9 Asian champions and 24 national champions in 2012. The sports undertakings and sport industry were under harmonious development. We have held 42 games of national level or above and the sales of sports lottery tickets have witness a new breakthrough, reaching 1.3 billion and ranking at the second place by surpassing Wenzhou.

 

XI. Population, Livelihood, Social Insurance and Social Organization

Population increase: The population in Ningbo was 5.777 million in 2012, up by 2.27‰, including 2.261 million urban population. The birth rate, death rate and natural population growth rate were 8.65‰, 6.56‰ and 2.09‰ respectively.

Resident income: The disposable income per urban resident was 37,902 in 2012, up by 11.3% (actual growth of 9.4% if the price element counted); the net income per rural resident was 18,475, up by 11.8% (actual growth of 10.0% if the price element counted). From the perspective of income source, wage remained the decisive element for the income increase for residents, which contributed to the income increase for urban and rural residents at 82.3% and 69.3% respectively. The ratio of income of urban and rural residents was reduced from 2.06:1 in 2011 to 2.05:1 in 2012, which was remarkably lower than the national average level (3.10:1).

Social security system: In 2012, the newly increased number of people purchasing basic retirement insurance, basic medical insurance, unemployment insurance, work-related injury insurance and maternity insurance was 399,000, 216,000, 156,000, 169,000 and 184,000 respectively. By the end of 2012, the total numbers of people purchasing basic retirement insurance, basic medical insurance, unemployment insurance, work-related injury insurance and maternity insurance were 4,743 million, 3.266 million, 2.162 million, 2.702 million and 2.331 million respectively. By the end of 2012, the number of migrant workers purchasing five social insurances has reached 1,794,000 and the net increased number of people purchasing such insurances during the whole year has been 226,000. The newly increased number of people purchasing urban and rural resident endowment insurance and medical insurance for urban residents was 101,000 and 181,000 respectively. 83.4% of people with local registered permanent residence have bought endowment insurance. In 2012, monthly basis pension of enterprise retirees has increased to 2048 for each person, up by 233. Medical aid range and standards have been further widened and ratio for reimbursement of hospitalization expenses and special disease expenses within the policy area of urban employees and residents has risen to 85% and 70.4% respectively. Moreover, municipal integration of medical insurances of urban employees and residents was promoted stably. Social insurance card “One-card” project has obtained the staged achievements and the accumulated number of social insurance cards issued was over 2 million.

Peoples livelihood security: By the end of 2012, there have been 39,355 households (namely 59,483 people) which had access to the minimum living guarantee in the urban and rural areas of the city and total living guarantee funds paid were 229 million. There were 5,224 people gaining access to five guarantees. The number of people concentratedly provided for was 4,990 with ratio of 95.5%. There were 1380 homeless, friendless and helpless people without source of income. Among these people, 1,353 people were concentratedly provided for with ratio of 98.0%. In 2012, the number of newly increased beds of nursing institution for the aged was 2,468. By the end of 2012, there were 220 nursing institutions for the aged and 33,168 beds in the city. 

Government-subsidized housing project: In 2012, the area and number of government-subsidized housing projects newly constructed in the city was 1,403,000 m2 and 18,858 sets. Among these, the area and number of public rental housing was 561,000 m2 and 10,269 sets; the number of completed government-subsidized housing projects was 6,202 sets; the number of newly increased households receiving low-rent housing monetary subsidies was 3,721. Various housing security goals and tasks specified by provincial government have been outperformed.

Charity: In 2012, city and county level charitable organizations have raised a donation of 440 million and paid 360 million for aid work. The number of people in straitened circumstances and receiving help from such charitable organizations was 355,000. By the end of 2012, the accumulated funds raised by charitable organizations in the city have reached 3.43 billion and accumulated funds paid for aid work have been 2.34 billion. The number of people in straitened circumstances and receiving help from such charitable organizations was 1.705 million. Over 500 various voluntary service activities have been conducted and more than 6,000 volunteers have participated in providing the service all the year around. The accumulated service time was 13,000 hours.

Social organization: By the end of 2012, there were 6 districts, 2 counties, 3 county-level cities, 78 towns, 11 villages, 64 sub-district offices, 533 communities, 106 neighborhood committees and 2,567 villages committees in the whole city.

 

XII. Ecological Construction and Social Safety

Ecological construction: City “Fuel forbidden area” construction and exhaust pollution prevention of motor vehicles was performed. 465 coal-fired boilers have been eliminated and transformed. Four motor vehicle exhaust test stations in six districts of the whole city have been put into operation officially. Comprehensive improvement of major waters, such as the source of drinking water, and rural environment was consolidated. 127 reservoirs have been subject to troubleshooting and work account of various pollution sources was established; over 400 solar energy biochemical reduction treatment facilities have been established and there were more than 100 scattered village-level domestic sewage treatment facility projects.  Environmental law enforcement supervision was consolidated continuously. In 2012, 42,748 law enforcement officers were dispatched, 21,867 enterprises were inspected and 938 enterprises were investigated. Total fines have reached 42,086,000 and penalty limit of individual case was 45000. Monitoring and controlling capacity was improved continuously. Since March 25, 2012, Ningbo City took the lead in releasing PM 2.5 real-time monitored data of central urban area according to new standards of environment air quality. Since November 16, 2012, Ningbo City began to release air quality index (AQI) of all 8 national controlling points. In 2012, 568 enterprises with outdated capacity have been eliminated. Among these enterprises, 64 enterprises have been closed down and removed; 4,500 sets of outdated equipment were discarded and about 428,000 tons of standard coal was saved. The accumulated decreased discharge quantities of CO2, COD, SO2, ammonia nitrogen and nitric oxide were 1,070,000 tons, 719 tons, 2,231 tons, 32 tons and 1,561 tons respectively. Building energy conservation and renewable energy promotion and application was conducted vigorously. During the whole year, 15 renewable energy building application demonstration projects have been organized and implemented with the area of 1,100,000 m2; the area of newly increased energy-saving buildings was 16,750,000 m2; the newly increased application area of solar energy heat was 1,000,000 m2. The area of ground source heat pump was 600,000 m2. In 2012, Ningbo City has successfully passed on-site review and acceptance of national environmental protection model city. Cixi City and Yinzhou District have successfully passed the review and acceptance of provincial ecological city (or district). Ninghai County has passed the technical evaluation of state-level ecological county.

Peaceful Ningbo construction: In 2012, there were 3,578 work safety accidents occurred in Ningbo, which resulted in 778 deaths, 3,136 injuries and direct economic losses of 43,157,000. Such figures have dropped by 5.3%, 5.2%, 8.3% and 8.2% respectively when compared with those of last year. Main indicators of safety production have been lowered in the 8th consecutive year when compared with that of last year. Construction and innovation of food monitoring system was actively promoted and food safety supervision was performed well in accordance with laws and regulations. In 2012, 53,715 batches of food have been subject to quantitative inspection, accounting for 127.9% of total task load of the whole year. Control over medical instrument market was tightened and new version GMP was conducted fully. Daily supervision and inspection of 18 crude drug and preparation manufacturers within the jurisdiction was completed and the percentage of area covered by inspection was 100%. 98 illegal advertisements about medical instrument and health-care food have been investigated and punished. Among these advertisements, 67 advertisements were handed over to business sectors and administrative warning was given to advertisers of 31 advertisements; 1,112 cases about medical instrument and catering were put on record. Among these cases, 979 cases were settled and 8 cases were handed over to public security organ. 1.089 million goods value generated by illegal production and operation was confiscated and total amounts confiscated have reached 15.44 million. The amount confiscated and the number of cases handed over to public security organ has reached a record high.         Ningbo without back salary" brand was created vigorously and harmonious labor relations have generally been kept stable. The whole city has raised the security deposit of 1.5 billion for wage payment and emergency revolving fund of 150 million for dealing with back salary. 3385 labor cases have been settled in the whole city. 57000 labor contracts have been concluded and unpaid salaries of 200 million have been recovered for 33,000 employees. In 2012, 36,503 letters and visits of the masses had been accepted and 1431 times (19,388 people.) of collective appeals from the masses had been received. Peoples compromise organizations have mediated 126,447 civil disputes during the whole year. Among these disputes, 124,658 disputes have been successfully settled through mediation with success rate of 98.6%. 25 suicides committed by 32 people because of civil disputes have been prevented; 135 civil disputes involving 779 people have been prevented from developing into criminal cases.
